Both as a difference , for doing different purposes. I can send as with no issues, however I cannot perform a send on behalf of, regardless of what is attempted. I have created a new user account in Active Directory (will call it BRNY Test).
This creates the mailbox, and I give myself full access permissions to it. I send test messages as that user and it performs a send as, not send on behalf of. I need to find send on behalf permissions which are applied for particular user. I need to know every user he has access to send on behalf of without having to check every individual mailbox. To grant Send On Behalf permissions, you need to add the user as a delegate for your mailbox in Outlook and assign the delegate any level of access.

An user had “ Send -As” permission on a shared mailbox. But user couldn’t send e -mail as “shared mailbox”. User is doing it correctly (add the shared mailbox name in From field).
